halberd and delfino are not neutral. there is a cannon and a claw that kills ppl in halberd, and the the moving delfino stages is grounded at times and also ppl with bad recovery will get a disadvantage when the stage floats away. castle siege? i agree with it were it not for the 2nd tier

Personally, I feel Delfino and Luigi's Mansion are more qualified to be considered neutrals than Halbred.
